FEBRUARY 11, 2019 — House Committee on Metro Manila Development has urged the Department of Transportation (DOTr) to draft a regulation on the use of motorcycle taxis for public transportation.

Some lawmakers think it is impossible to pass the bill since they are already on recess.

Negros Oriental Representative Arnie Teves suggested that the DOTr issue a department order on the legality of the operation of the ride-hailing app Angkas.

“Baka pwede niyong pag-usapan sa DOTr na baka pwedeng department order na muna? If you wait for the Billl, we will have to wait for next Congress to refile it. Matatagalan tayo masyado,” Teves said.

The DOTr, meanwhile, said there are several issues that need to be addressed first before the department can issue an order.

“There are limitations in the legality of Angkas. Wala pang batas allowing motorcycle taxis kaya nga po may mga draft bills ngayon sa Congress and Senate,” DOTr Secretary Mark de Leon said.

Quezon City Representative Winston Castello has argued that the DOTr could issue a department order to allow Angkas operations in the same manner that Transport Network Vehicle Services like Grab and Uber were allowed to operate.

“It amazes me na while an office who is supposed to provide mass transportation system, kayo pa ang nagpapahirap,” Castello said.
