‘UNNECESSARY SPECULATION’ | P75-B pork insertions won’t be restored — Sec. Diokno

FEBRUARY 11, 2019 – Camarines Sur Representative Rolando Andaya has accused budget secretary Benjamin Diokno and Cabinet secretary Karlo Nograles of working to restore the P75-B pork insertions in the 2019 national budget.
But Diokno has dismissed Andaya’s claim, calling it “unnecessary speculation” over the president’s veto power on the budget.
“The President can veto particular line items in the budget, but he cannot introduce new items or bring back items that have already been deleted by Congress,” said Diokno. “Congress has done their job. They should let (the executive) do ours. If they are not happy with the President’s veto message, they may still override it through a vote. That is the essence of checks and balances.”
Last Friday, both houses of Congress approved the 2019 national budget. It now awaits the ratification of the president.
